Well, as someone who has a far too cluttered desktop already (you know it's bad when you up your resolution just to see them all), I consider it a big annoyance. Not too new though, AOL has been "helping" people this way for a few years, and I can remember getting links to free trials of AT&T Worldnet way back when.
Of course, from a marketing standpoint, not too many people know HOW to delete icons from their desktop, and we all know the more time someone sees an ad, the more likely they are to finally break down and click what they see.
As usual, you end up walking the fine line between pissing off a potential customer for good and gaining a new one. It's easy to measure how much you make from those new ones, but how do you figure out how many you lost?
